Piracy jure gentium.
As arranged at the discussion on Friday. I en close drafts (1) of a letter which might be written by your Secretary of State to the Clerk to the Privy Council and (2) of the subsequent Order in Council. They have been prepared from one or two precedents which are available here. but please treat them as entirely subject to your views as to form or substance.
When you have approved or corrected these drafts,
I propose to prepare clean copies of them and to send them to the Attorney General for his approval. I think that this was agre ed, and that as an excuse it should be mentioned that the unavoidable delay has occurred in corresponding with the Government of Hong Kong and that the matter is therefore now one of urgency with a view to bringing it before the Judicial Committee as early as possible next term. What I am not clear about is whether, in Gwyer's absence, you would/write to the
